If you cannot re-roll all of your dice due to an effect like Koloth already having re-rolled some, you may still activate Worf's effect and re-roll all the dice that are still re-rollable.

You can still modify dice after the re-roll (e.g., change one battle station to a crit (Photon Torpedoes) and the rest to hits using a battle station token). Worf's text just means you are not allowed to re-roll the dice again or switch back to the results of the original dice roll.
